I found out this error when I try to Configure Synchronization Connections and Create New Connection on Central Administration (Manage service applications) :
To fix it I create new User Profile Services then I Stop and Start User Profile Services and attach it to new User Profile Services that a just have created before.
Then I try to configure Sync Connections and Voilla, I success to add it ;)
