It happened too when I try to access the list from View All Site Content, but I can still access the list from SharePoint Designer 2010.
So I try to dig from the SharePoint Log (C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\LOGS) for the latest log and I found these in the SharePoint LOG:
System.NullReferenceException: Object reference not set to an instance of an object. at Microsoft.Office.RecordsManagement.RecordsRepository.Records.GetCachedAllowManualRecordDeclarationSetting(CachedList list, Hashtable siteProperties) at Microsoft.Office.RecordsManagement.Controls.DeclareRecordAction.<>c__DisplayClass1.
To solve this : From this error message, the cause might be that lists were referring to records management site object which it has not been configured. Please check if you enable this feature, if so, disable (deactive) the “In place Records management” in site collection feature (Site Actions > Site Settings > Site collection features (In Site Collection Administration section)
And the problem is solved! This save my day ^^
